Kuwait’s Ministry of Commerce and Industry has issued Resolution No. 156/2026 (published in the Official Gazette on 2 August 2026), further amending the Ultimate Beneficial Owner (UBO) framework under Resolution No. 4/2023. It replaces Articles 8(1), 9(1) and 11(1) which are all now built around a 15-day compliance window:

Legal entities must maintain their UBO register and log any changes within 15 days of becoming aware of them.
Managers/board members aware of a person’s UBO status must report the required data within 15 days of acquiring that knowledge.
Legal entities must submit their UBO and shareholder/partner registers to the Commercial Registrar within 15 days of the resolution taking effect (or of licensing/registration).

Important: the resolution took effect on its issuance date ( 30 July 2026) not the later publication date. The 15-day clock is already running for existing entities. This follows Resolution 37/2026, which tied UBO compliance to licensing and introduced fines of KD 1,000–10,000.
